Miller was born in Powhatan Court House, VA, a name given to an unincorporated settlement about 20 miles west of Richmond, VA. He was the first major leaguer out of the University of Richmond, which he attended from 1915 to 1918. He made his major league debut in July 1918.
In 1919, he split his time between the majors and Wooster, where he played outfield. In 1920 he played outfield for Wichita Falls.
Tom's brother, Willis Miller, was a prominent lawyer and state supreme court justice in Virginia. 
He was the second Tom Miller in the majors. The first was Tom Miller.
